    2015年12月12日,近200个缔约方在巴黎气候大会达成了里程碑式的《巴黎协定》,各国承诺将全球平均气温增幅控制在2℃以内,并努力争取将温升控制在1.5℃以内。2016年11月,《巴黎协定》正式生效。《巴黎协定》传递了全球向绿色低碳经济转型的信号,是全球气候治理的“转折点”和新的起点。

    从京都议定书到哥本哈根,再到巴黎协定,全球气候治理格局有哪些变化?传统发达国家和新兴发展中国家扮演着怎样的角色?

    在新的气候治理格局下,为实现2度目标,全球面临着怎样的机遇和挑战?

    欧美部分国家的政治变化是否会给未来的全球气候变化治理格局带来影响和挑战?

    中国在全球气候治理中将发挥何种作用,如何促进全球实现巴黎协定的目标?

    3月27日,清华-布鲁金斯公共政策研究中心将与世界自然基金会(WWF)共同举办“迈向2度目标:全球气候治理新格局下的机遇与挑战”对话活动,邀请中外专家共同讨论全球气候治理的新格局和新趋势、未来的挑战与机遇、以及中国在全球气候治理中的角色。

    Toward 2ºC Target: Opportunities and Challenges of Global Climate Governance in New Age

    A historic agreement to combat climate change and unleash actions and investment towards a low carbon, resilient and sustainable future was agreed by nearly 200 nations in Paris in Dec 12, 2015, with the aim to keep a global temperature rise this century well below 2 degrees Celsius and to drive efforts to limit the temperature increase even further to 1.5 degrees Celsius above pre-industrial levels. In Nov 2016, the Paris Agreement entered into force. The Paris Agreement is not only a great signal for a global transition to a green and low carbon economy, but is also a key turning point, beginning a new era of global climate governance.


    From the Kyoto Protocol to the Copenhagen Accord, and then to the Paris Agreement, there are many questions that need to be answered: What changes in global climate governance have taken place? What are the roles of traditional developed countries and emerging developing countries in the new age?

    With the current dynamic and new trend of global climate governance, what are the opportunities and challenges that must be undergone in order to achieve the goal of the Paris Agreement?

    How do the political changes in America and Europe influence global climate governance?

    What is the role of China in global climate governance, and how will China lead the globe toward the 2 degree target?


    On Mar 27, the Brookings- Tsinghua Center for Public Policy and WWF will co-organize an open dialogue on the theme of “Toward 2ºC Target: Opportunities and Challenges of Global Climate Governance in New Age”, inviting Chinese and foreign experts to discuss the new trends of global climate governance, the opportunities and challenges that must be undergone, and China’s role on the international stage.

    Mr. Manuel Pulgar Vidal于2016年加入WWF,现任气候与能源项目全球总监,曾于2011至2016年间担任秘鲁共和国环境部长,并担任《联合国气候变化框架公约》第20次缔约方大会主席。他从事环保工作长达三十年,在环境法和环境政策领域有着丰富的经验。1986年,他创立了在拉丁美洲极具影响的秘鲁环境法协会,并担任执行理事长达20年,同时还担任森林趋势组织(Forest Trends)、亚马逊保护协会理事和碳研究所(Carbon Institute)的顾问委员。

    WWF’s Global Energy and Climate Practice Leader

    With 30 years of experience in environmental law and policy, he served as Minister of Environment of Peru (2011 to 2016) and President of UNFCCC’s COP20. In 1986 he founded the Peruvian Society for Environmental Law, an influential institution in Latin American, serving as its Executive Director for 20 years. He is also a board member of Forest Trends, Amazon Conservation Association and Consultative Member of the Carbon Institute.


    何建坤教授个人履历

    何建坤,清华大学管理科学与工程专业教授,国家气候变化专家委员会副主任;曾任清华大学副校长、常务副校长,低碳经济研究院院长。

    主要学术研究领域为能源系统工程、全球应对气候变化战略与政策。他曾是中国“十一五”、“十二五”科技支撑计划能源与气候变化重大项目技术负责人,973计划气候变化科技专项首席科学家。研究成果曾获国家和省部级科技进步奖十余项,发表学术论文200多篇。

    Deputy-president of National Expert Committee on Climate Change; Former Executive Vice President, Tsinghua University

    He Jiankun is a professor in Management Science and Engineering, Tsinghua University (THU), and the deputy-president of National Expert Committee on Climate Change. He served as the Vice President and Executive Vice President of THU, and the Director of the Institute of Low Carbon Economy. Professor He's research focus is on energy system engineering and strategies for combating climate change. 

    During the periods of China’s “11th FYP (the Economic and Social Development Planning for the 11th Five-Year Period)” and “12th FYP,” he has been a technical leader of the National Key Technology R&D Program on energy and climate change, and the chief scientist of science and technology special programs on climate change of National Key Basic Research Program (973).

    Mukul Sanwal代表印度出席1992年里约会议,并于1993年进入联合国工作,担任联合国环境规划署(UNEP)政策顾问及联合国气候变化框架公约(UNFCCC)秘书处特别顾问。2007年,他作为政府间气候变化专门委员会(IPCC)的一员,与团队成员一起获得了诺贝尔和平奖。他曾任印度政府科技部建立的气候变化战略知识专家委员会成员。他是美国哈佛大学公共管理硕士,现任美国麻省大学及中国清华大学客座教授。

    Former Senior Adviser, United Nations Environment Program (UNEP) and UNFCCC Secretariat

    Mukul Sanwal represented India at the Rio Conference in 1992 and later joined the United Nations in 1993 as policy adviser to the Executive Director of UNEP and to the Executive Secretary of the UNFCCC. He was among the group of scientists that contributed to the award of the Nobel Peace Prize for 2007 to the IPCC and is a member of the Expert Committee on Strategic Knowledge related to Climate Change established by the Ministry of Science and Technology of the Government of India. He has a Master in Public Administration from Harvard University, USA, and is a Visiting Professor at the University of Massachusetts, USA and Tsinghua University, Beijing, China. 


    齐晔教授个人履历

    齐晔是清华-布鲁金斯公共政策研究中心的资深研究员及主任。他的研究专注于中国的气候变化、环境、能源、自然资源和城市化政策。近年来,他主要从事中国的低碳发展研究,包括出版年度报告分析中国如何平衡其经济增长和环境挑战。同时齐晔还牵头为河北省保定市设计中国首个低碳发展规划。

    除了担任清华-布鲁金斯中心的主任外,齐晔还是清华大学公共管理学院的环境政策长江学者。在加入清华-布鲁金斯中心之前,他曾任清华大学气候政策研究中心的主任。

    QI Ye, a leading expert on China’s environment policy, is a senior fellow and director of the Brookings-Tsinghua Center for Public Policy in Beijing. His research focuses on China’s policies on climate change, environment, energy, natural resources and urbanization. His recent work examines low carbon development in China, including an annual report analyzing how China is balancing its economic growth and environmental challenges. Qi also headed up the design of China’s first low carbon development plan, for the city of Baoding in Hebei Province.

    卢思骋,世界自然基金会(瑞士)北京代表处总干事,WWF全球管理委员会委员,曾于国际及本土环保NGO工作十五载。创办前进工作室和创绿中心,曾任绿色和平项目总监、联合国环境规划署专家等职位,并协助参与自然之友、全球气候行动联盟等多家NGO的管理。

    Sze Ping is an environmentalist in China with rich experience directing both international and local NGOs. He is now CEO of WWF China, and elected member of the Network Executive Team of WWF global network. He has taken leadership and governance roles in Greenpeace China, Friends of Nature, Society of Entrepreneurs and Ecology (SEE), China Youth Climate Action Network (CYCAN), Global Call for Climate Action (GCCA) and has founded two NGOs Forward Works and Greenovation Hub. He has also served advisory roles for 350.org, UNEP, Sustainable Development Council of the Hong Kong Government, and the World Economic Forum.
